Virtualized ESXi host not mounting NFS datastore

I have built two nested ESXi 5.5 hosts (host1 and host2) and have been able to add them to my vCenter.  I configured a vkernel port for NFS and I am trying to mount the datastore.  When I try mount the datastore I receive the following error:

Call "HostDatastoreSystem.CreateNasDatastore" for object "datastoreSystem-50" on vCenter Server "vcenter name" failed. NFS mount IPADDRESS:/vol/tsx_lab_6_vol_nfs failed: The mount request was denied by the NFS server. Check that the export exists and that the client is permitted to mount it. An unknown error has occurred.

The export permissions are configured correctly for the two nested hosts..

I changed the kernel port on host1 to use an IP of host3, that has access to the NFS datastore, and received the same error.  When I assigned host1's vmkerenl IP to host3, host3 was able to mount the NFS datastore.

The physical host port group has promiscuous mode set to accept and I am able to vmkping the filer from host1 and 2, I also can ping the two hosts from the filer.  Any ideas?
